Update Brakeman

Problem to Solve

We need to update brakeman to allow customers to leverage the latest and greatest from Brakeman.

Details

Once Brakeman is moved to Core, we can proceed with updating the analyzer integration to the latest version.

Implementation plan

• Update Dockerfile to use newer version of brakeman gem.
• Update test project expectations, if necessary.
