Support opening projects in VS Code from the Web Interface

Problem to Solve

Users want to interact with projects in a variety of ways which include cloning, editing online and opening in their specific local editor.

Additional Details

Currently, GitLab supports cloning a project which then requires a user to find that project and open it in their local editor. GitLab also supports opening a project in the Web IDE if a user wants to make updates or contributions through that. A third supported option is to open in Xcode for projects compatible with that editor.

Proposal

These options should be consolidated in to a single experience that helps developers open projects quickly so they can begin contributing. Specifically, we should support users in opening projects directly in VS Code.

Design Proposal

Add an additional option to the Clone dropdown to allow users to open the project in Visual Studio Code.
