Fire Webhook on Feature Flag change

Details

We have Webhook feature on various events, MR events, pipeline events, job events, deployment events, etc. We can add feature flag events to this. This is useful in the following use cases:

• push-based communication for Feature Flag proxy
• Cache invalidation for flipper clients.
• Sending a slack notification when someone changed a flag.
