Add time counter to instrumented metric: incident_labeled_issues

incident_labeled_issues was instrumented in #213894 (closed) as a cumulative sum of all incidents labeled with incident over time. We need to instrument with a time period (e.g. monthly) so that we can understand usage over time. Check out examples here.
