Follow-up from "Add User List as a Choosable Strategy"

    question: I suppose there's not really much of a need for a loading spinner, because by the time the user chooses List as the strategy, this has probably already loaded, right?

    What about the case when there are no user lists, as on my machine? It's hard to tell from the screenshot, but the dropdown list is empty as a result:
