move issue to a project on another instance of gitlab
Description
Comparing to other systems GitLab is specially known to be installed in multiple instances usually. For example there is gitlab.com, company's gitlab instance, personal instance and so on.
While this I can move issue to a project only in scope of a single instance.
Proposal
It would be great to have possibility to move issue to a project on another GitLab instance.
