Description

We have a bug in our environment where we're using Kubernetes Executor to scale up and down new gitlab-runner instances. This produces lots of new runners and occasionally quota issues kill off the shutdown container before it cleanly removes it's runner registration.

Proposal

A big button under the CI/CD Runners section that lets you bulk remove inactive runners.
