MR Creation Flow for SAST UI Config Changes

Problem to Solve

When using the SAST Configuration UI, any changes should be created as a new merge request (this allows codewoners and security approver rules to take effect).

Details

Automatically create a new MR when the "Create MR" button is clicked at the bottom of the SAST configuration page.

• The tool should be smart enough to know to put them in .gitlab-ci.yml or SAST.gitlab-ci.yml whichever file exists in the project.
