LDAP Users with Developer unable to create project in Group

Summary

LDAP users (Developers) added to a group are unable to create projects in the group. Internal users are able to create projects. LDAP users with Owner are able to create within the group.

Steps to reproduce

• Create a new Group
• Add LDAP users to the group as a developer
• Attempt to create a project for the group as the LDAP User.

What is the current bug behavior?

User project create drop down doesn't allow the user to select the group for creation of the project.

What is the expected correct behavior?

Allow the user to select the group and create the project.

Reproduced on 10.7.1 (Customer also saw on 10.6.4)
