Sort thumbs up/down emojis in emotional order instead of alpabetical

Summary

When typing in the 👍 emoji in GitLab, it defaults to alphabetical order (thumbsdown -> thumbsup). GitLab should show the 👍 emoji before the 👎 emoji

Risks

People may be used to the old emoji location, so may be a bit of confusion. However, LOT of people use Slack and that application has the emojis in emotional order (https://twitter.com/slackhq/status/472141845703565312?lang=en). The change may not be that tough for folks and will benefit everyone in the long run.
