Increase the value size limit for instance level variables

We have a database limit size of 1024 characters for the encrypted values of instance level CI/CD variables, which yields around 700 usable characters. But this size is not enough to store certificates with raw lengths of about 8000 characters.

Proposal

Bump the limit to 13000 characters, this should be enough to hold values of around 10000 characters.
