Design Management: Allow for projects without repository
Problem to solve
We tend to use issue-only projects for managing cross-project work. As these projects don't have the Repository enabled, they're unable to enable LFS so can't use Design Management on the issues.
Instead, it would be useful for us if we could enable design management (and thus LFS) as a separate option rather than having it reliant on the repository option.
Intended users
Our product manager and product designers would use this.
User experience goal
The user should be able to use the Design Management tab on issues without needing the project to have a repository.
Proposal
Use a separate toggle to enable/disable design management, rather than having it be related to a toggle under the Repository setting.
