Issues pages do not consistently load successfully

Summary

After upgrading to 13.0.3-ee (d27df234), when loading issue pages some content loads successfully while other components do not.

Steps to reproduce

The error can be replicated in our environment by doing a hard reload (shift + click on reload in Chrome), and corrected by a standard reload (click on reload in Chrome).

What is the current bug behavior?

When the issue page fails to fully load some content sits and spins indefinitely.

Content that loads:

  • Issue title and description
  • Milestone
  • Due date
  • Labels
  • Author

Content that sits and spins:

  • Assignee
  • Time tracking
  • Comments
  • Linked issues
  • 'Create merge request' button, shows 'Checking branch availability'

The components that fail to load are consistent each time, and is consistent across issues both within and across projects.

What is the expected correct behavior?

All issue content should load.

Inspecting the browser console shows a few 404's:

  • GET https://.../assets/webpack/runtime.d005afc1.bundle.js net::ERR_ABORTED 404 (Not Found)
  • GET https://.../assets/webpack/pages.projects.issues.show.29d3e58a.chunk.js net::ERR_ABORTED 404 (Not Found)

One or both of the above are present with each hard reload.
