Multilingual support for Broadcast Messages
Problem to solve
Now that we can scope broadcast messages to certain paths on GitLab, I anticipate it will get more use on GitLab.com specifically. Broadcast messages should attempt to respect users language settings by allowing for translations, and falling back to the original message if no translations are available (or possibly fall back to machine translation with an option to view original)
