Add GitLab Runner to Digital Ocean 1-Click Install Marketplace

Problem to solve

Digital Ocean has a Marketplace that allows their customer to do 1 click installations on their droplets. For example Meltano is available there: https://marketplace.digitalocean.com/apps/meltano

We should consider adding Runner to that marketplace to give more flexibility to our customers. From reading their documentation is as simple as providing an image with the Runner.

User experience goal

To decrease the friction users experience when installing Runner and give them an additional host option for their Runners.

Proposal

Get started as a vendor in the DigitalOcean marketplace and add the Runner. It's possible that GitLab already has a DigitalOcean vendor account.
