Instrument time period for usage ping metric incident_labeled_issues

We recently added the incident_labeled_issues metric to the usage ping. This is a cumulative count of all incidents in an instance labeled incident. We want to be able to track the number of issues created with the incident label each week so we need to instrument a time period in this metric.
