No "/explore" link on start page anymore

Summary

After upgrade to gitlab 13.0 (afaik; happened perhaps earlier), there is no "/explore" link on the start page anymore and entering it manually redirects to the sign-in page.

In our self hosted instance, must content is private but we a very few repositories which are public and which shall be listed (e.g. for web crawlers). Previously, they appeared in "/explore" which is gone now.

It seems to be possible to restore the link by re-enabling "public visibility in

But this is not really an option because we want to control which content is public and do not want to allow users to make projects/groups public by themselves.

Steps to reproduce

  1. Restrict visibility levels by forbidding "public"
  2. Go to https://..../explore and/or go to startup page

What is the current bug behavior?

no list with public projects resp. groups anymore; "/explore" leads to sign-in page

What is the expected correct behavior?

list with public projects/groups is presented
