Project needs a Home wiki page in order for reporters to see any other wiki page when they click on wiki link.

Reporter member cannot see any wiki page for a project if a Home wiki page does not already exist.

Steps to reproduce

• Create a wiki page NOT named Home
• Create testreporter user
• Add testreporter users to group or project
• Log into project with testreporter users and click on wiki
• The user gets a message saying they cannot create a wiki page.

What is the current bug behavior?

The user gets a message saying they cannot create a wiki page.

What is the expected correct behavior?

The user should be able to see any of the wiki pages even if Home does not exist.

Possible fixes

Make a home wiki page with 1 character in it.
