Update compliance dashboard table layout to be fully responsive
Problem to solve
The existing compliance dashboard table layout has a minimum width of 600px. This may be less than ideal for smaller screen devices and make the data harder to read and action.

Proposal
We should redesign the compliance dashboards table layout for smaller screens. A common practice is to move the tabular data to a more "card" like structure. A quick mockup is below.
An ongoing discussion around this in GitLab UI can be found here: gitlab-ui#269 (closed). This may be a good opportunity to put resources into properly implementing a universal Pajama's style which could be leveraged for the more generic GitLab UI component.
