Alert list isn't shown when only Prometheus alert endpoint is activated

Operations -> Alert table displays the list of alerts only when the "Alert Endpoint" service is activated. It doesn't display alerts when Prometheus service is being used.
Steps to reproduce

- Deactivate "Settings -> Integrations -> Alerts Endpoint"
- Trigger several self-hosted Prometheus alerts
- Navigate to "Operations -> Alert"
- Users see the placeholder
- Activate "Settings -> Integrations -> Alerts Endpoint"
- Navigate to "Operations -> Alert"
- Users see Prometheus alerts

Proposal
If someone has the prometheus integration configured and is receiving alerts to GitLab, then they should see alerts in the alerts list without having to activate the alert endpoint. We should activate it for them upon integrating with Prometheus OR deploying Prometheus to a cluster, regardless of whether or not the alerts endpoint toggle has been activated.
