Always have a "New pipeline" button in merge request >> Pipelines

Currently we have a "New pipeline" button in Pipelines tab for a merge request only if merged results / merge train is enabled.

Below is a screenshot where a project does not have a "New pipeline" button. Because merged results / merge train is disabled

Why not always have the "New pipeline" button ?
