If "Default to Auto DevOps pipeline" then INCREMENTAL_ROLLOUT_* variables have no effect

INCREMENTAL_ROLLOUT_MODE_* in either Settings>CI/CD>Variables or if set in gitlab-ci.yml should take precedence over "Default to Auto DevOps pipeline"

Otherwise its tricky to work out why these variables have no effect
