Improve information hierachy and helptext of pipeline schedules cron section

Problem to solve

As a follow up to #33098 (comment 344349784) we should improve the legibility of the radio button labels. Currently, the text is taking up a lot of widths and is long.

Additionally, the help text doesn't help to communicate to the user that the presets are random.

Improve information hierarchy of pipeline schedules cron section by formatting of the radio buttons will be updated to feature both direct label text and help text.

Additionally, the section help text paragraph is updated as well.
