Missing space character in Alert header

Summary

The space between characters in the alert header is missing.

The issue was introduced here: !32055 (merged)

Also fixes the uneven spacing to the left of the <time> element caused by the addition of an arbitrary margin gl-ml-3 (is not the same width as a space character for the OSX system fonts).

This affects production.

Steps to reproduce

  1. Go to the alert management list.
  2. Navigate to an alert that has a monitoringTool field. e.g. https://gitlab.com/gitlab-org/monitor/tanuki-inc/-/alert_management/2/details

What is the current bug behavior?

  1. The alert header is missing a space between the time and the reporter: Reported 1 week agoby Prometheus.

What is the expected correct behavior?

  1. The alert header displays with all correct spaces: Reported 1 week ago by Prometheus.
