Missing space character in Alert header
Summary
The space between characters in the alert header is missing.
The issue was introduced here: !32055 (merged)
Also fixes the uneven spacing to the left of the <time>
element caused by the addition of an arbitrary margin gl-ml-3
(is not the same width as a space character for the OSX system fonts).

- Go to the alert management list.
- Navigate to an alert that has a
monitoringTool
