Allow user to select a note to add as TODO

Problem to solve

0. If I have a TODO for a specific mention in a note, any comment, reaction or label changes clears the TODO point. If that happens by accident, adding a TODO again yields a generic link to the issue / MR, not the actual note
1. Point zero notwithstanding, it will be nice to have a TODO item that as the note as the context vs just a TODO for the whole issue / MR.
2. I often need to do something (investigate, reflect on, check, reply, or other) related to a comment where I was NOT mentioned.
