Notifications are not sent to members of a group that a project is shared with

Summary

Members of sub groups do not receive notifications for projects that their sub-group is shared with.

What is the current bug behavior?

I have a user that is part of sub-group A. There is project A which belongs to sub-group B. This project is shared with sub-group A. The user has notifications turned on to use the global settings in all of his groups, and his global settings are for Watch. He is not receiving any notifications.

What is the expected correct behavior?

The user should be receiving notifications for all events.
