System note on alert indicating resolution by issue closure
Problem to solve
System notes tracking events and actions taken on alerts are helpful to response team where there are multiple responders working on a problem. It may not be immediately obvious that an alert was resolved due to the associated incident issue be fixed and closed. Automatic system notes on the alert will prevent miscommunications.

Add system note to alert following existing design patterns that indicates the alert was resolved automatically because the associated issue was closed.
