Fix Geo on staging after PG11 upgrade

Problem

Geo on staging is not working after updating the staging primary database to PostgreSQL 11.7. This issue is to track the effort related to making Geo operational on staging again.

Action Required

• Upgrade PostgreSQL on the secondary staging node. Infra Issue
  • Determine if this is responsibility of Infrastructure or Geo team
• Ensure staging rotation engineers have SSH access to staging. ARs are currently open.
• Determine further action items

Success Criteria

Staging secondary node is updated and syncing again.
