Invited Group with Owner role cannot remove project from subgroup

Summary

A user with Owner role in a group who is invited to a subgroup with Owner role has the ability to Remove Group, which is an owner level permission, but cannot remove a project within the subgroup.

Steps to reproduce

• Add User A to subgroup Access and assign them the Owner role.
• From subgroup Content, invite subgroup Access and assign it the Owner role.
• As User A, go to a project in subgroup Content
• Navigate to Settings --> General --> Advanced
• Owner actions like Remove Project and Transfer Project are not available
