Jira integration should have a setup incomplete status

Problem

When a user sets up a Jira integration, it is possible to only setup the connection settings and nothing else. This means that the integration will successfully connect but the integration will not do anything. In this case there is no indication in the UI that the integration is not fully setup.

Proposal

When the Save button is clicked, and if no Triggers are set and no Transition IDs set, then show an alert.
