Create a Dormant List of Users

Description

While it's useful to have an "active" and "without projects" list of users, it'd also be helpful to know who in the platform doesn't have any activity over a set amount of time (30 days). This would be parity with GitHub Enterprise to understand who not only doesn't have any projects but hasn't logged in for awhile or has any git transactions. Breaking out our user base would drastically help meet our goal of defining users so we can focus on success parameters within the platform. This would also help us define how many active seats we actually have in the platform during a given period.

Proposal

Create a new list called "Dormant" users in the Admin panel where there are lists of users. This would be defined by - anyone without any Git activity or logins for 30 days would appear.
