Links and buttons in rich text inputs are inaccessible by keyboard

All of the interactive elements in the rich text input (Write/Preview tabs, rich text toolbar buttons, markdown and quick action links, and file attachment buttons) are inaccessible by keyboard alone. As you tab through the page, focus skips from the textarea directly to content below the textarea.
