Design: Improve the time range picker for Metrics dashboard
Problem to solve
Currently, the time range picker in Metrics is quite overwhelming. The user needs to manually type in the full date/ time stamp which is prone to mistakes and is very time consuming.

As a user I'd like to easily and quickly select a time range for my dashboard.

Explore solutions to the following problems:
- The time picker is very busy
- User has to manually type in the range
Further details
- Should the quick range and custom range be separate?
- Should we allow the user to change the time zone in the time picker (not going to settings)?
- Should we display the time zone in the time picker active input?
- How else can we improve it?
