Design: Configure Metrics dashboard related links via GitLab UI

Problem to solve

As part of #202166 (closed) we're allowing the user to define dashboard related links in a .yml.

An easier way to add links to a dashboard would be via GitLab UI. This design issue is find an optimal way to set up the dashboard link.
