Design: Configure Metrics chart links via GitLab UI

Problem to solve

As part of #214436 (closed) we allow our users to add links to charts via a .yml file, and view them in a chart pop-up dropdown menu.

A much more convenient way to set up these links is via GitLab UI. This is a design issue for the links configuration via GitLab UI flow.

This issue is related to #202166 (closed).
