Modal adds unnecessary padding if OS scrollbars are enabled
Summary
If you have scroll bars always enabled on MacOS and open a bootstrap modal, it adds a padding which leads to content jumping in the Background.

@winh started a discussion: (+5 comments) There is a tiny thing I noticed is that the main page (which under the modal) shifts slightly when the modal shows up.
This could be related to modals with two scrollbars (it doesn't look like we have an issue for that already).
Steps to reproduce
- Go to System Preferences -> General
- Set "Show scroll bars" to "Always"
- Open a modal (e.g https://gitlab.com/profile/account -> Delete account)
- See the content jump in the BG
It is unclear whether this effects any other OS. This also happens on Windows 10:
