Lock and confidentiality issuable sidebar functionality should not refreshing the page

Summary

The lock/unlock and confidentiality sidebar functionality in issuables should ideally work without refreshing the page.

This may require some more work to be able to disable key functionality that would need to listen to an event signaling that the issuable has been un/locked or made un/confidential.

What is the current behavior?

The page refreshes after using any of the above functionality.

What is the expected behavior?

The page should update itself without needing to refresh.
