Change default Docker container for LaTeX CI

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

Currently the default container in the LaTeX CI Template is blang/latex. However this container has not been updatet in two years. I propose to switch to aergus/latex which is well maintained and should be a drop in replacement.
