Design Management notifications should match email notifications

The notifications on design management tabs are not consistent with the regular email notifications. Specifically, @ mentions work as expected (I think) but notifications for other updates don't work.
Steps to reproduce
(How one can reproduce the issue - this is very important)
- Open a Design management tab
- Write a message @ mentioning --> should send notification
- Write another message without @ mentioning --> nothing

Design management notifications are hit and miss
What is the expected correct behavior?
Notifications should be the same as for emails.
