Making todos more map to notifications

Description
Currently you only receive todos when you are assigned to a merge request, added to a merge request or called out by name in a merge request. That leads to difficulties in using todos to manage gitlab. We do not get a todo for example when a author responds to your merge request comment. (though we get a notification).
We do not get a todo if an author resolves all their discussions (though we get a notification).
Proposal
Todos should map more closely to notifications. I should be able to look at todos and know all the actions I need to take in gitlab. Otherwise, I'm always going back in forth between my email notifications and todos which makes todos much less useful.
