Connect post deployment monitoring to AutoDevOps
Problem to solve
As an AutoDevOps user, I want to take advantage of the post deployment monitoring feature and have my deployment halt/rollback as soon as an error rate crosses a defined threshold

User experience goal
The user should be able to use autoDevOps and be confident that the deployments are successful and without degredation to previous deployments.
Proposal
Add to the https://docs.gitlab.com/ee/ci/environments/incremental_rollouts.html AutoDevOps incremental rollout template auto stop/rollback that was developed in #216949.
