Add form multipart support when uploading export file to a web server

In https://gitlab.com/gitlab-org/gitlab-ce/issues/42685 we implemented the possibility to upload the exported file to a server. This upload, at the moment, can only be done by uploading the data in binary format.

It will be great for users if we could add support for form multipart upload.
