Auto DevOps settings at group level

Description

Auto DevOps settings (&107) will allow users to define the intended behavior for their projects. But probably all the projects in the same group will need to use the same settings.

It would be useful to define Auto DevOps settings at group level. This will be the default for each new project in the group, even if the project can change settings later independently.

Proposal

Create a settings page under the group for Auto DevOps, similar to the project level one. When a new project/group is created, parent group settings are used.

At project level, users will be able to see the group defaults. They will also be able to override settings for that specific project.
