Issue Analytics: Introduce the table with the page based filters

Part of #196547

Let's first introduced the issue table right under the chart including the page based filters. In #216539 we'll make the chart will be clickable which allows users to filter the issue table.

• No release filter
• Limit of 100 records with no pagination
