Disallow users from disconnecting admin selected Oauth providers

Description
This issues originates from gitlab-ce#25367 and gitlab-ce#25566. We are using a customized oauth provider to authenticate users in our organization. Due to the same reason in the above two issue, we want to prevent users from disconnecting from the provider.
I think it would be reasonable to left the decision to the administrator whether to allow or disallow users to disconnect a certain oauth provider.
I have seen in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/10282/diffs#291cee108a37b977c7af1c5ee0178f2ec53f8271_79_80 that the saml and cas3 providers are hard-coded here. However, I think it would be much better to make it configurable.
