Improve our metrics dashboard tooltip interaction
Problem to solve
The metrics dashboard chart tooltip UX is not great when the tooltip is large. For example, you can't move your cursor on the chart when your cursor moves on top of the tooltip. The benefit of this is that it allows a user to copy the content of a chart tooltip or click a link on the chart tooltip.
The tradeoff is that we takeaway the usability of looking at data points on a chart that has many lines.

Proposal
We want to prioritize the chart and data points visibility over the ability to copy data from the tooltip. The proposal is to:
- Adjust the tooltip behavior so the tooltip follows the cursor, and the tooltip should always be visible when the user is hovering over the chart, only data would refresh within the tooltip.
- If necessary we should adjust the position of the tooltip relative to the cursor (left/right) to ensure the user can always have the area they're hovering on and the tooltip visible. That can depend on the size of the tooltip.
- This change should not apply to the deployment tooltip
