Convert a comment to thread

Problem to solve

When a user leaves a comment in an issue or a merge request discussion, and that comment needs to be addressed at a later stage, the only way to convert it into a discussion is to reply to it. Because converting to a discussion, especially in an active MR is important to not forget about a comment, this needs to be done without a delay. At the same time, one doesn't necessarily have anything to add to the original comment. A quick workaround is to make a minimal reply to the comment saying e.g. "converting to a discussion" and then deleting that reply. That has a disadvantage of triggering an email notification.

Proposal

When editing the comment change the "save comment" button into a dropdown save comment/save as discussion", similar to the UI for posting the original comment
