Add check constraint section to database guides

Update the database guides to add more information and guidelines on check constraint usage.

!30929 (merged) adds a section on managing text limits in migrations, but there is still information in our guides regarding changing column constraints that does not reflect the new migration helpers for managing constraints.

The newly update guides should also include the new migration helpers that will be introduced with #38358 (closed)
