Add stage and group ownership metadata information to all documentation pages
Problem to solve
There is general confusion about which product documentation pages belong to which groups and stages, which prevents stakeholders from connecting and coordinating efficiently with pages' assigned technical writers. Also, not having this information be easily accessible prevents easy reporting of things like how many pages are assigned to each writer, and how many pages there are per stage/group.
Proposal
On each documentation page, add a metadata section at the beginning of the page that is structured as follows to provide information about the group and stage that is predominantly described on the documentation page:

and Groupname
are the Stage and Group associated with 51% or more of the page's content, using the capitalization and spacing in use for Stages and Groups at https://about.gitlab.com/handbook/engineering/ux/technical-writing/#designated-technical-writers .
This metadata header will be placed on all pages on docs.gitlab.com (including those pages in the runner and ombnibus repos). The Technical Writers will create separate MRs to add the metadata for their documentation pages and link them to this issue.
(This proposal has been made several times in several ways, and I'll be linking to those issues as I find them.)

During this process of identifying pages, we should also update the CODEOWNERS file as part of #206942 (closed) as it's a complementary effort that also eases the burden on contributors.
