Geo: SSF should allow for resynchronization and reverification via the UI

Problem to solve

For Git repositories Geo already supports resynchronization and reverification via the UI. This is not possible for Blobs. This is important for systems administrators as these are corrective actions in case something went wrong for the initial replication/verification.

User experience goal

The systems administrator should be able to identify a specific blob and be able to resync or reverify via the UI as a corrective action.

Intended users

This is an iteration on the Self Service Framework

1. Add backend capabilities
2. Create GraphQL API methods
3. Link UI

What does success look like, and how can we measure that?

Resyncing and reverifying is supported out of the box for Blobs in the SSDF
